MOUNT PLEASANT — With office vacancies at a new high of 23 percent, the town launched an effort Tuesday to keep businesses from leaving and to attract new firms and residents, particularly those locating here because of Boeing’s decision to build a 787 Dreamliner assembly plant in North Charleston.
